Smart commercial development in Pennsylvania continues to face a myriad of barriers to gaining approvals. There are efforts being made to change the development paradigm to make it more efficient and “user friendly.” This is a monumental task and when there is progress made, there seems to be more onerous regulations adopted to negate progress. Regional cooperation and some solid strategic thinking will be required along with a commitment of cooperation on a community by community and project by project basis.
